AI agent governance in the UAE: control what happens before an agent acts.

A practical decision-control checklist for UAE enterprises adopting AI agents. Context is sourced from official UAE government announcements; the controls below are product design recommendations, not legal requirements.

The UAE's National AI Strategy 2031 was adopted in 2019. In April 2026 the UAE government announced a framework seeking agentic AI adoption across 50% of government sectors, services and operations within two years. That public direction increases the practical importance of evidence, identity, permissions and auditability when agents move from answering questions to carrying out tasks. The governance gap appears at the moment of action

Conventional retrieval can supply a relevant paragraph. A model can turn it into a convincing recommendation. Neither step necessarily proves that the paragraph is the authorised version for this decision—or that the agent has permission to carry out the next action.

Five controls to establish before autonomous execution

  • Source ownership and versioning. Name the authoritative issuer, approved revision, validity period and supersession rules for each material information class.
  • Applicability. Confirm that the approved rule covers the exact customer, transaction, operating unit, product or jurisdiction involved.
  • Source security. Treat emails, web pages, attachments and retrieved documents as data—not instructions that can override developer or business policy.
  • Agent authority. Define which agents may read, propose, commit, update, message or approve; apply limits and human approval triggers.
  • Evidence Receipts. Preserve the decision, evaluated revisions, applied rules, blocked actions and required human approver.

Three outcomes are better than an unqualified yes

ALLOW where the approved source and permitted action align. ESCALATE when current sources conflict, key approvals are missing or discretion is required. BLOCK when untrusted instructions attempt to change policy or the agent exceeds delegated permissions. These outcomes can be tested in the interactive Trust demonstration.

A useful UAE pilot question

Choose one consequential step: for example, an enterprise assistant confirming a contractual milestone, a finance copilot proposing a customer exception, or an operations agent preparing a document release. Build a small authorised source set with deliberately superseded and conflicting records, then test each decision state. Report the false-allow rate and the quality of reviewer handoffs, not an invented automation ROI.

Practical next step

Test the decision rather than the slogan.
